The Chartered Institute of Library and Information Professionals (CILIP) has announced the establishment of the Libraries at Risk Monitor. This initiative is a direct response to the growing concerns over the numerous proposed changes to public libraries, driven primarily by financial constraints rather than the needs of library users.

CILIP, the leading voice for library and information professionals in the UK, has long been dedicated to the development and enhancement of library and information services. The organisation holds a Royal Charter and operates as a charity to serve the public good. Given its authoritative position, CILIP’s latest effort underscores the critical importance of libraries to communities and the potential consequences of diminished funding.

The Libraries at Risk Monitor aims to be a comprehensive resource for both the library sector and the public, tracking changes and potential threats to library services nationwide. CILIP is calling on its members and interested parties to contribute to a crowdsourced map, identifying libraries that are currently at risk.

Jo Cornish, the interim CEO of CILIP, stressed the essential role of public libraries: “Public libraries are a vital service right at the heart of the community. They are free to all and foster literacy, education, and community engagement. They provide free resources, bridge the digital gap, and offer a space for learning and cultural enrichment. Public libraries play a pivotal role in promoting inclusivity, lifelong learning, and the overall well-being of communities. We will work with local councils and the government to protect this essential service from funding cuts.”

This initiative comes at a time when local councils face significant financial pressures, including the demands of social care, the cost-of-living crisis, and reduced government grants. CILIP is actively working with councils to identify opportunities for greater efficiencies through modernisation and innovation, in collaboration with the Local Government Association.

The importance of public libraries cannot be overstated, with a 2023 report by Libraries Connected showing that England’s public libraries generate £3.4 billion a year in value. It highlights the immense economic and social benefits of libraries, underscoring the need for sustained investment.

Statutory duties and the economic value of libraries

CILIP also reminds councils of their statutory duty under the 1964 Public Libraries and Museums Act to provide “comprehensive and efficient” library services. The organisation has published guidance to help local decision-makers and library supporters understand the legal protections for library services, aiming to prevent closures and reductions in service that can have lasting negative impacts on communities.
