In a decisive response to the ongoing financial difficulties plaguing local authorities in England and Wales, Libraries Connected, a charity dedicated to the support of public libraries, has initiated a comprehensive support programme aimed at assisting council library services faced with severe spending cuts. This move comes as a direct reaction to the escalating financial crisis affecting local governments and the consequent vulnerability of library services.

Libraries, often seen as community cornerstones, are facing an unprecedented threat due to reductions in staff, opening hours, and budget cuts. These challenges are a direct result of the financial strain on local authorities, as highlighted by Libraries Connected.

The seriousness of the situation was underscored by a recent Local Government Association (LGA) survey, which revealed that nearly 20% of council leaders and chief executives believe there’s a high likelihood of needing to issue a Section 114 notice, an indication of severe financial distress, in 2023 or 2024.

Isobel Hunter MBE, the Chief Executive of Libraries Connected, expressed grave concerns about the situation. “We are deeply concerned by the growing number of councils issuing statutory Section 114 notices, and the effect this is already having on library services,” she stated. “As the national membership body for public libraries, we are committed to supporting our members as they navigate this financial storm.”

The support programme by Libraries Connected has already garnered significant participation, with over 20 library services enlisting in the initiative. This represents approximately 650 public, prison, and mobile libraries. The programme is designed to provide multifaceted assistance, including a confidential peer network, a resource library, tailored training, advice, and communications support, all aiming to bolster the resilience of these vital community resources in these challenging times.
